Local government’s parking strategies and programs are an essential tool for safely managing congestion, reducing safety risks for road users and encouraging parking space turnover to support local traders, particularly in high-density commercial centres.

Congestion is not only due to an increasing number of vehicles on the road, but is greatly exacerbated by illegal parking behaviour such as double parking, and in zones designated as "No Stopping" or "Clearway", or Commercial "Loading Zones".
